Cut HUD budget, in total.

Are Housing and Urban Development the proper Constitutional business of the federal government? How so?

Regarding the US Dept of Housing and Urban Development (HUD) –

1. Housing and Urban Development are not listed under Article 1 Section 8 of the Constitution, or anywhere else for that matter, so why is the US government concerning itself with such things?
2. The Constitution nowhere grants Congress the authority or ability to "delegate" any of its sole authority to legislate new law, nor does it grant authority to the President to create any Soviet (a purely unrepresentative, unelected bureaucracy of regulators and administrators established solely to bypass Congress in "regulating" the people without the process of legislation.)
