Unrecognized Criminality, like habitual sin, eventually morphs into the new norm. Persistent, continuous de-emphasis of Constitutional Law is what led to unrecognized criminality in high places. Just as sin is no longer seen to be sin, a crime against the Constitution is no longer seen to be a crime. It's all those other laws that involve crime; in fact, today violations of un-Constitutional regulation, which was never even Constitutionally legislated and signed into law, is recognized as crime; the Constitution itself is seldom even considered to be law. Yet it is the supreme law of the land.
