How did this new lying, stealing Assassination Culture even come to be, let alone predominate in America?

The same way amorality and immorality came to be. It's what happens when God is abandoned and Christianity is sidelined if not entirely cleansed out of a culture. People begin to think they are "enlightened" now that they "know", with ontological certitude, that God is dead, and the highest targets of politics can become power, pleasure and free stuff.
