It's a neat psychological trick; the trickster feigns independence from political partisans of all sides to achieve actual independence from law, morality, any sense of right versus wrong, and even from truth and reality. The "Independent A.G." is how America got federal Attorneys General who served purposes other than and even opposed to those of the President, who, as the duly elected chief law enforcement officer of the nation, was the sole official who's purposes the Attorney General was supposed to serve.
