Who Elected Them? Where Are They Mentioned In The Constitution?

How did it ever come to be that any mere bureaucracy holds any authority whatsoever over an American President?

Legally, and logically, who, between the President and the National Archives, should determine what records are the President's records and which ones belong to the archives?

Or for that matter, who, between the President and the FBI, should determine what records are classified and which ones are not?

Just asking.
