The reason it's not a constitutional requirement is that its unconstitutional. Political parties are nowhere mentioned in the constitution and thus are no constitutional part of any governing authority or power over any part of American government, including either house of Congress, let alone the Presidency or the Court.

Political parties are unconstitutional and illegal parts of government.
