Providing criminal sanctuary for fugitives from law is a crime, right?

So why are all the Mayors of sanctuary cities and all the Governors of sanctuary states not being charged with that crime?

Seriously, if I hid or aided and abetted a criminal fugitive from federal law enforcement, I would be arrested and charged with a crime, right? So what's so special about all the Mayors, Governors, City councilmen, County officials and various clerics who are doing that and not being arrested and charged with a crime?
