The whole big and unique idea behind America is Constitutional Rule. We are the first and only modern nation on earth with no human ruler(s); a nation ruled by laws and not by mere men.

Being a nation of laws means something different here. Not just a nation that respects or honors law; a nation ruled solely by her Constitution, which is the Supreme Law Of The Land. The ruler of the land, and the ruler of the government.
