Imagine, if you can, an American President simply declaring the EPA, for instance, and all of its regulations to be unconstitutional, therefore illegally existing, shut it down, fire everyone in it and save its whole budget. He could, you know, if he had the balls to do it. There is nothing about it to be found among the limited and enumerated powers of federal government in the Constitution. That makes it unconstitutional, and being unconstitutional make it illegal, which is to say, criminal. The EPA was criminally created.
